Well.. He's talkin about the Japanese bombs that may be used in the war.. The bombshells develop rice gas inside that, when making contact with the ground, result in the rice, which created the gas, becoming shrapnel that, if enough is used, spreads wildly; inflicting fatal wounds to those nearby..
