Noone is talking about police action for these things... in all seriousness they just want to track where the opposition campaigns are originating. For example... do you think it would be in the interest of the US as a whole if George Soros was funding groups that were bussing people to Republican rallies in an effort to disrupt the democratic process? Probably not...
