I looked into that and you're right, they didn't "declare" themselves a republic until 12/12/64, but they were officially independent from the UK on 12/12/63, so could it be possible that they started putting 'Republic of Kenya' on their documents throughout 1964?

Maybe... To prove it is real you would need to look at Book 44B page 5733 of the Birth Register for the Coast Province. Should be easy enough for WND to do. If it is there I would then say it was an attempt by his father to try and gain guardianship since the certificate was made 3 years after his birth and 3 years after the Hawaiian birth certificate. It is fairly far fetched since the State of Hawaii has already confirmed that the Hawaiian Birth Certificate is legal and that there were birth announcements placed by the hospital as confirmed by quite a few reporters... including Politico.
