people will go cheap to get their foot in.. like any other business, you buy market share.
many of the programs have trouble with their shooters, inconsistent content, missing paperwork, poorly organized etc so they value their long term producers.
shooting content is not like having a job, it is like having a business and many people have no clue what it takes..
