Because far less people are using torrents to download porn than there are people using the tube sites with unlicensed content. Because torrent sites aren't ranked 1 to 4 for the search term 'porn' in google. Torrents are an issue, but their use is still limited to a more savvy (albeit ever so slightly) internet user. I see people talking about sites like Red Tube who barely know how to send emails.
