The purpose of those road blocks are to catch drunken drivers, period.
At CHP road blocks, each car is not stopped, as they don't want traffic buildups. In California it is against the law to drive without a current driver license on your person, current registration of the car, and proof of insurance. Police are required by law to ask for these three items when you are stopped for any reason. If you do not have anyone of the three the Police have the right to have your car towed and impounded. Not every Policeman will perform this check, most will, some will also only cite you and will not have your car towed or impounded.
