The only major (real) city here is San Juan and it is expensive as shit to live there.
I live in a rural area (the country) we have our own property so the living expenses are not that bad.
I would say Puerto Rico is about 30% more expensive to live in than the states would be.
Case in point, my brother sent me a used car in "mint" condition (a 1995 Saturn), cost in the states about $2,500 bucks, costs here, about $7,000+ dollars. That's the price in the street and that's the price Puerto Rico placed on it when I went to pick it up, they hit with the taxes accordingly too
Buying a car here that would cost $2,500 in the states will cost you a lot more here.
You should be able to get DSL/Cable in a few cities, like San Juan, Arecibo (maybe), Ponce, etc.
If you want to live outside the cities, the phone lines here are archaic. Too much line noise to get a descent 56k modem working at a descent speed so the only option is Satellite: Direcway 1-way or 2-way and Starband. It sucks pretty much, especially when dense dark clouds are over head or raining, your signal strength declines. Download speeds vary (200 kbps to 400 kbps) and uploads speeds are sometimes faster than a 56k modem, but most of time it is slower than a 14.4k modem.
Basic utilities are a joke. When it isn't the electricity going out, it is the water, or the cable TV. The phone co. has a reputation of adding phantom long distance charges to your phone bill (which is why I don't have long distance).
As far as porn, I would say that the laws probably are a bit more stringent than the states but I haven't had any problems. I haven't been harassed and I haven't researched them. So far so good. But I think if porn becomes illegal in the states (to take your question further) it will definitely be illegal here.
But I hope you decide to join us, I would like to have more webmasters locally to hang out with and curse the island some more. LOL!
BTW, taxes just went up on Cigarrettes and Alcohol (again), the local government needed to balance the budget (again).
