I would preffer we find a solution that gave people a incentive to think about their grandchildrens future, and not just themselves.
Its simple math. Since as long as we have registered growth in population, our doubling-rate have been around 70 years. Check the movie above for a explanation of how exponential growth works.
This means, that unless you want people to starve to death, or expect a new WorldWar - you will run out of food in 3 generations from now, and even if you fixed that, you would run out of space about 6 generations from now.
unless there is a war or sickness that kills a lot of people. That is the cold facts you need to realice.
Again - I think its much less intrusive if we could come up with a way to benefit the people that put some thought in to how many kids they should get
