Actually, if I'm remembering correctly (and speaking as a fan of Clinton - I know, please don't throw rotten tomatoes...), some of the "anti-terrorism" measures proposed under the Clinton administration were pretty damned draconian...though they're nothing compared to what Ash-hahahahaha and Company have come up with.
bhutocracy you're spot on with "...at times of national crisis the people get behind their leaders...". There's a whole book that could be written based on that simple fact alone. (And probably has been.)
