RWhois is standard operating procedure for any host in North America who complies with ARIN guidelines.
ARIN will not assign additional IP's unless you have RWhois online and accessible. SWIP used to be used for this purpose, however SWIP has been deprecated in favor of RWhois many years ago.
So what will accessible, and only when someone actually knows what RWhois is and how to use it is the city, state, and country of the IP's assigned.
What the new feature does is allow you to opt-in to make all your information public, should you so desire.
This is a feature that corporations and those who want to make their allocation of the IP blocks public would Enable. It is DISABLED by DEFAULT.
