So he is probably unconscious at that point but a highly
trained city cop will interpret convulsions as resisting arrest and continue choking and beating.

A fractured hynoid bone is not fatal. It is only an indication heavy pressure has been applied to the neck. You can fracture someone's hynoid bone in a headlock just as well and something that happens to wrestlers w/o fatalality. The fracture could have happened at several points throughout the struggle and on it's own is not conclusive proof this man was killed by strangulation. To strangle someone to the point of death you have to continue to apply pressure after the person has lost conciousness. It's just as likely this guy choked on the bag, ODed from ingesting the meth, or had a heart attack.
