Nowadays you CAN't do Shit with an IP address.
If someone commites a crime online, he can hire a lawyer and say that he didn't commmite the crime, and someone else connected to his WIFI connection and did that crime... he can just delete all the tracks from his registry and OS... also many ips are dynamic.. and even considering there are LOGs on the Ip company.. it's impossible to proof a case, unless they caught the guy realtime when he's doing the crime...
Also proxies make it even worse to track those guys down... Even the FBI gets daily threats from all over the world and they just ignore them...
Nowadays, it is impossible to be judged by that, except in very specific cases.
