No... It is or was a widely known fact that you can steal other peoples image traffic by linking to their images on one page and then using redirection to send them to another page. I believe the ban is actually for the redirection.
So steps to get banned:
Create a new page consisting of current google images results for keywords you want. Then load the page up with the keywords and some other text and some links using the keywords... Now you have a page that is kind of a mirror of the google images page.
Now link to that page with the keywords you want from some other site just so googlebot will find it.
Googlebot now gives this page the result for many of the images even though they are just hotlinked.
Now create some kind of redirection, meta, javascript, etc to send the surfer to your blog, tube, TGP, etc and break the google images search iframe.
Walla... That entire domain this image page sits on is now banned in google.
