In that case I'll add a few on-topic comments.

Most third party billing companies offer "affiliate program" plugins for their clients. If you're willing to settle for that model, all you need is a site to promote, and a few banners. A rock bottom estimate would be about $1K +/- depending on how much of the work you can do yourself.

Assuming you don't want to settle and want a serious affiliate program you've got a lot of work ahead of you. You're going to need sites (several) and the associated promotional material. So you're going to probably need a full time designer or two. Next you're going to need the tracking system. Figure atleast one programmer long term (and possibly several to build the initial code). Then you're probably going to need a sysadmin/webmaster type (or one of each) to keep your sites up and running smoothly. Add to this an affiliate relations manager to recruit affiliates and answer their questions. While you're at it you'd better get an accountant, although you might be able to get away with a part time one. It would also be adviseable to have a lawyer around (you almost definitely don't need one full time). You might also need someone to find/produce content for the sites. Since you've now got a staff of 5-10 people, you're going to need office space and you're new found staff is probably going to want benefits. Then figure on the fact that you won't be ready to open for 2-6 months and it will probably take a year until you're profitable. Don't forget to keep a stash of cash on hand in case your billing companies screw up. Finally you're ready to start sponsoring a few parties and buying ad space on webmaster boards. Do I need to go on?

In other words, if you want something serious the costs add up quickly.
