BTW, have you ever even read the wikipedia article about the King Arrest? I'm surprised they didn't shoot him. If you're stupid enough to resist arrest after speeding while drunk and on PCP you deserve to get the shit beat out of you.

PCP explains why he resisted the taser. If I was a cop and I tasered someone twice and they got back up I would be scared shitless and I'd do whatever I could to get him to stay down. The only thing they did wrong was keep beating him after the first 5 seconds.
