I am totally with you on this one. I hate those bots and cheaters too! However, it's not too hard to distinguish real webmasters from cheaters. You can do this simply by looking at their sites (if they have any, anyway). You can also consult other companies and see whether that person is an affiliate with them and whether he actually made some sales, or at least sent clicks. There are many other ways to distinguish legit people from losers! That's why I think your id requirement rule is not necessary (at least from people you are sure are legit).
