Hmm, I'm sorry but nobody has touched on one thing that I feel might be relevant.

Isn't failure to pull over for an emergency vehicle (police, fire, amb.) a TICKETABLE offense? Why didnt he write a ticket? I mean, if he was rational then he'd have written a ticket.. wouldnt he? hmm.
