It's because the guy is clinically insane. North Korea has death camps that rival Nazi Germany's and the whole country worships him like he's some god. Most dictators are happy to keep a tight grip on their power and typically don't do too much out side their own boarders unless they know no one cares. Kim ding dong is is possibly crazy enough to actually try something, because he's completely delusional.
NK themselves are not a real threat because they can't sustain a drawn out war. However give that fucker nukes and you never know if he will be crazy enough to actually use them.
