Cop gets a call. Ambulance doesn't move over. Since the cop call is so incredibly important that he needs to get past the ambulance (which is headed to the hospital) that he decides to ignore the important call and pull over the ambulance, possibly putting the passenger's life in jeopardy and also totally ignoring the initial call that he is upset about.
If anything, the cop should have taken down the number and followed up with it later. Instead, he decided to risk someone's life in the ambulance and also possibly risk someone's life at the other end of his call.

According to what u-bob wrote the cop took his call then came back and waited for the ambulance.
I can understand him being a little upset and maybe going and asking why they didn't pull over, but this is pretty ridiculous.
