It's like living in your parents house as an adult. Sure, you're an adult and you can legally do whatever you want, but since you don't provide for yourself and rely on others to do so, you have to live by their rules.
If North Korea doesn't like being told what to do by the rest of the World, maybe their leader should act like an adult and abandon the weapons race and concentrate on paying his own room and board.
