I'm surprised that Japan hasn't gone nuclear already. Think about it. If that nutjob in North Korea ever gets it in his head to take out Tokyo, Japan has to hope that the USA will respond in kind.
And that's not necessarily a sure thing.
More than anything else, it was the threat of mutually assured self-destruction that kept anyone from dropping the big one during the cold war and that same principle applies here.
