It isn't an escalation in rhetoric. It's him being himself, trying to show his people that he is fighting off the evil world that wants them all dead. This is what he does... and whenever he does it, the world jumps and oos and aahs, we give him something else that he wants for a "new negotiation" and the cycle repeats.
