In a perfect world, sure. But the reality is volume, volume, volume. They (generalization) want to sell as much as possible now and most don't give a rat's ass about whether or not they fucked the surfer. They want the sale. There will always be new suckers.

Its easier to run a totally clean operation when you are dealing with a microniche. There are many smaller programs like that running through CCBill.
