Power-to-weight is the ultimate factor, but a lighter car can have a harder time getting traction. Two cars with the same power-to-weight ratio won't finish together down to the 100th of a second, either. Driver reaction time, traction, gearing, where the power develops on the torque curve; those are all very important.
