Problem is it seems transparent that you do not know enough about any of this yet.
10 sets does not make a paysite, then again you could just use the exclusive on the tour and inside. Then also add some non exclusive to the inside to bulk it up, so everyone does not cancel once they find out you have 10 sets only.
Yet assuming you do that and want to be exclusive, how long do you think it would take you to be able to add a new set each week at a minimum (1k per week)?
You could do site, license the content to others, and do clip sales. This spreads it out more and raises your chances of recouping your money.
Though honestly it seems you are just in way over your head at this point and that means you will loose money.
