Why did canada in general have record lows?
I'm refering to somewhere i know for a fact has had record low temperatures this winter.

I remember growing up in the UK we used to have 4 weeks of no rain what so ever in august and there used to be "hose pipe bans"
Last year(and if i'm not mistaken the year before), no hose pipe bans anywhere because it was not hot and was raining so much you didn't need them.
And las vegas and the southern US had terrible snow this year?
