I hate to say it but I saw the video, and the dog needs to be destroyed (along with the owner). Once an animal is that driven to kill in any way, it is a danger to all around it. I wouldn't want that poor thing anywhere near me and that sucks, cause there are no bad dogs. Just terrible owners.
ergo, this is not the "easy way out" as you say. This is the only way.
