Some versions of IE (6 I think) ignore a meta refresh time of 0.
You can also use javascript to do the redirect.
If you need this to block the referer 100.0% of the time then I don't think it's going to work, sooner or later a browser is going to leak something... I've seen weird behaviour before where a hit goes through my system as noref, is 302'd to another of my sites, and there it suddenly presents a referer again...
