That's more of a developer type thing... CSS is a lot different than CMS integration. CSS is basically a standard... whereas every CMS has a different setup and has different needs. It would be very difficult for a designer to learn every latest CMS when it really would not result in more work. Think of it like a pitcher in baseball... yeh, they can teach them how to bat, but his time and resources are better spent perfecting his pitching skills.
Who knows though... you may run into someone. Problem is, they may be a "jack of all trades" as opposed to an excellent designer.
