AFAIK, this would only work with the sponsor's merchant accounts. Any 3rd party merchants ie ccbill, epoch, localbilling require that the signup be on their page.
If there is a pre-biller signup page, then it has to be verified by them and have the appropriate linkbacks to their customer support pages...
