It is a matter of situations though. Germany had a huge army and any attack on them would have resulted in them striking back with force. Obviously things may have ended differently, maybe they would have been contained to their country and the scale of the war would have never been a big. But that is something we may never know. For all we know they could have been attacked and defeated the attackers then struck back against a now depleted Europe.

Saddam was a threat to nobody outside his borders. It is becoming clear that we knew this before we ever invaded.
