that is bullshit - they are asking you for proof that you have registered the copyright with the Copyright office. you as the copyright owner are under no obligation to register your copyright - if you don't, it does mean you can't sue for statuatory damges which are much more than standard damages for infringements of copyright.

But they are still required to take down the infringing content when they receive a DMCA notification.
