They were a rival gang's members. Everybody thinks that you can't walk in the street without risking having your head cut off but that is not the case. Cartels fight each other and the army/police, but do not attack random people. That would be a waste of time for them.

Civilians are only in risk of getting caught in crossfire but this is rare and it's most of the time in secluded or distant areas.

The constant news make it appear as if we were on a Civil war or something :-|
