File graphics must be big to support the transparency in windows. Netscape can use much smaller graphics because it supports png transparency directly without being piped through VBasic DirectX subroutines. So Explorer loads much larger images then fusses with drawing them correctly.
But it's back to time worn techniques to make the page load faster.
