They need to do better background checks and psych evaluations maybe, but sometimes that psycho is gonna slip through and get a badge. Most of the cops I know are good working class dudes with a tough guy streak, nothing more. This cat was clearly a nut, and his superiors need to be grilled as to how he got that badge in the first place.
