Yeah, it does really suck but you just know that some of those were put in there to push it through faster. Like buying a vote.
"You help us pass this, we'll include a little something you've been wanting" kinda thing.
Still really sucks and is entirely stupid. They should just be able to do what they can to save the country without needing to work in a little something for themselves or their friends.
