yes i am aware that the News of the World is a trashy tabloid but like the National Enquirer they for the most part print facts, albeit sensationalized for the lowest common denominator readership.

Now if you are saying the News of the World created a fictional Lt Colonel Tim Collins and put those words in his mouth then present your evidence. If you can show that no Lt Colonel Tim Collins exists or he exists but did not say those things nor witness this event then I'll post a retraction and donate $500 to the Saddam Fanboy Association in JoeSixpack's name.
