I was in the Dom Rep. last August and the only time I got hassled was from the "looky looky" men on the beach. They kept coming up to us to try sell us stuff.

Then one day when we did want to buy stuff, we picked out 5 items and he tried to get us to pay him $160 LOL. I told him to go away.
