Iraqi National Congress?

Taken from regarding the suicide bombing: http://www.sky.com/skynews/article/0...085555,00.html

Quote:
Leading Iraqi opposition group the Iraqi National Congress believes members of a non-Iraqi al Qaeda cell operating around Najaf and Karbala were involved in the attack.

Zaab Sethna, a member of the INC based in northern Iraq, said that Saddam Hussein had made a deal with Osama bin Laden which would allow al Qaeda to take control of the area if they can defend it.
Searching around, the Iraqi National Congress seems to be a joint group between the Kurdistan Democratic Party and the Patriotic Union of Kurdistan.

Who are these guys? And what role will they play in Iraq's future?
