The Iraqi television and radio was left "online" for several reasons.
Remember the various speeches from the great leader, Saddam? Our intelligence was feeding off of those speeches, and other reports, to try and get a feel of what's going on in the inside and how to attack it. Someone attacking you? Watch their news. You'll find great information on where to hit the opponent best. I bet Saddam is tuned into our news 24/7.
Another reason: after the coalition takes over Iraq, the coalition will need a way to speak to the people. The TV and radio is the perfect way to do that. Saddam used the TV as a great propaganda tool, so can be.
The recent attempts to knock out their TV were due to the propaganda and POW videos that were being shown on Iraqi TV.
Afterwards, we'll need to build their TV infrastructure back up to speak to the people, which shouldn't be too hard.
