Verified By Visa and the Mastercard equivalant works by assigning the customer a unique 9-digit PIN code. When they place an order, they enter that code but it's not seen by the site taking the order, only the bank. If the number is confirmed, the order is "verified" and that means they can not issue a chargeback by saying "hey, I didn't make this charge" because Visa rules state if you use that, you acknowledge the card was in your possession (you can still chargeback for non-receipt of goods).
Since the customer has to manually enter in a number that the merchant never sees, you can't do automatic rebills.
If a customer insists on a chargeback, the bank that approved the order eats the charge and chargeback fees, NOT the merchant.
