In fact, it was Donald Rumsfeld himself that was sent to Iraq and supply Saddam with Chemical weapons. They thought Saddam's secularist ideology was a great counter-force to upcoming Islamic fundamentalism, especially that in Iran after the Islamic revolution that left Khomeiny in power.
It's a big shame that this is not mentioned nowadays in the media, the USA tends to prefer to forget the past but this has the danger that your version of reality becomes detached with the reality of the rest of the world. While the rest of the world has a longterm memory, the USA is asking itself: Why the hell are we disliked?
