#1 - The value isn't attached to phone providers. It's just that the phones happen to have RFID readers / writers in them.
#2 - It's failing to gain traction in the US, because they're trying to keep the value w/ the providers, and they're all bickering over it.
There are loads of phone billing sponsors, but payouts are traditionally low or shaved.
