Black communities in the US need to be able to say that they are using the education that is available to them to the fullest extent. Until then, with the dropout rates so high, it makes increasing funding difficult since the money is better spent in areas that show an interest in their education.
You could move Beverly Hills High School to Detroit and I don't think it would change the dropout rate.
