it's not necessarily a homework thing finding good outsourcers. references and a good portfolio is nice, but run your job opening like any other business would run it's hiring process. make the applicants prove themselves. make it perfectly clear that if they aren't punctual in their delivery, and do not keep up making steady progress that they can show you, they are gone without pay. if they aren't keeping up with any progress punt the fucker with no pay and move on to the next. for data entry and graphics i usually take on a few at a time an let the cream rise to the top so to speak. once you find a good reliable worker, pay him a little above the original offer and do what you can to keep him busy. if they start slacking, goodbye! there's plenty of skilled and unskilled workers out there willing to fight for your pennies...
