Well currently they just would be taxing it up front.
Assume they had sales tax of lets say 8% That would be like 4 bucks per 50 eighth. So to equal the 160 it would be 40 purchases worth. If someone used say an eighth per week, that is like around 10 months worth of taxes.
Sure some would use more, others less but it comes out roughly the same - assuming people pay the fee's in the first place. Problem is most do not.
It would not effect those that grow for themselves though and well that is the real rub. Most everyone I know just grows now. Those that do not just have someone that does for them for next to no money. Aside from property theft, there really is no risk in growing small amounts for personal consumption.
