I would have to argue with #2..there is enough crime to keep our police busy without busting drug users just for having and/or selling drugs(obviously the users create enough crime just doing stupid shit because they are fucked up and/or they lives are ruined because of it...so they resort to dumbassery---yes that's a word)..they could make sooo much more money by making it a government product..the benefits would be huge. There would be no shortage of police,programs, or anything else needed...plus we would have the added bonus of all that drug money(that would also be taken away from gangs)
