"Dumb" bombs means dropping a bomb which may, or may not, take out the intended target and may take out an un-intended target far from the intended target. Using dumb bombs usually means using multiple bombs ie. carpet bombing either, on a large scale, or mini scale, or multiple bombing runs. Precison bombing using "smart" bombs means taking out the intended target with a single bomb and does not mean that it will not also take out surrounding buildings over x radius. In order to discuss weapon systems one needs to have an understanding of those weapon systems.
