Well the linked article doesnt go to those details, but it does mention one important tidbit in the first 3 words that carry weight: "A California man.."
And there you go. Is this his country or is it not? If Yes, then there is the whole "ignorance of the law is no excuse" thing.. if No, then I guess his home country can ask for extradition if they care.
