Fixing the system requires a complete overhaul. When your engine is pretty much gone and if you plan on keeping the car you don't do a temporary fix. You overhaul the engine or buy a complete new one. If you just do minor tinkering to get it to running again you'll get the same results shortly down the road. Or you just do the tinkering and sell it off to someone else and let them have the problems. The last two are the only ways our government knows how to fix the problem. Because if they overhaul the engine or buy a new one like your mechanic once the car is fixed they aren't all that important anymore.
It's all pretty simple the more people that depend on the government for their lively hood the more control the government has. This is what they want. Republican or democrat, US or UK. They're all the same. The US is just further behind most others in giving up their freedoms to said governments. Ideally they would like all countries to be as controlled as UK, China, etc. It doesn't matter if they are considered democratic, communist, socialist, etc It's all about control. You don't bite the hand that feeds you.
